The practical answer
Group paper 1042-S statements using the chapter and statement-type distinctions required by 1042-T line 1. Keep chapter 3 and chapter 4, original and amended, and the instructed pro-rata and partnership types separate. Then reconcile each group independently.
This guide uses the 2025 final 1042-T and a fictional 2025 grouping example. It assumes the filing-method review permits paper. T is not used for electronic S submissions; obtain the applicable final edition before preparing another year's packet.
Establish the year, withholding agent and permitted paper population
Start with the final source statements and the documented basis for paper filing. Keep one reporting year and withholding agent clearly identified in the working population. Confirm whether each statement is current and intended for this submission.
Separate already-filed records from new originals and current amendments. An archived original retained to explain an amendment is not automatically another attachment in the new packet. Use the internal form reference and version to make the intended population explicit.
Do not divide records into envelopes before reviewing the required types. A convenient printing batch can contain incompatible transmittal groups even when it has only a few forms.
Read the line 1 dimensions from the reviewed S facts
The 2025 T instructions require a separate transmittal for each type of paper S and describe the following grouping distinctions.
| Dimension | Source or instruction | Grouping consequence |
|---|---|---|
| Chapter 3 or chapter 4 | T line 1a and attached S chapter indicators | One chapter per T |
| Original or amended | T line 1b and statement type | Choose one, not both |
| Pro-rata status | T line 1c and applicable S reporting | Separate pro-rata from non-pro-rata types |
| Subsequent-year partnership withholding | T line 1e and S box 7c | Separate the applicable partnership type |
| Special pooled-reporting revision | T line 1f and its specific instructions | Review applicability before marking or combining records |
Line 1f concerns a specified QI, withholding foreign partnership or withholding foreign trust revision from a withholding-rate pool to specific-recipient reporting. It is not a generic checkbox for every amendment.
Assign group keys that a reviewer can understand
Create an internal group key containing the reviewed chapter, original/amended type, pro-rata status and applicable partnership distinction. Retain the underlying fields beside the key so an abbreviation does not hide the actual grouping decision.
Keep a separate question field for a missing or conflicting flag. Do not guess pro-rata or subsequent-year treatment from a payment description. Ask the technical preparer to confirm the S field and its support before assigning the statement to the final group.
Recipient country, income amount and print order are not substitutes for the instructed type dimensions. Those facts may matter to the underlying S preparation, but they do not remove the need to follow the T grouping rules.
Worked example: seven statements require five transmittal groups
Fictional 2025 example. Assume the same withholding agent's seven current statements are eligible for paper filing, all source classifications have been reviewed, and none requires line 1f. The manifest contains these types.
| Group | Chapter | Statement type | Pro-rata | Line 1e partnership type | S forms |
|---|---|---|---|---|---|
| A | 3 | Original | No | No | 3 |
| B | 4 | Original | No | No | 1 |
| C | 3 | Amended | No | No | 1 |
| D | 3 | Original | Yes | No | 1 |
| E | 3 | Original | No | Yes | 1 |
The manifest contains seven S forms: 3 + 1 + 1 + 1 + 1 = 7. It requires five type-specific T groups in this example. The fact that Groups A, C, D and E all have chapter 3 does not make them one compatible type.
Each transmittal gets its own attachment count and totals from only its member forms. Group A's line 1d is three; the other groups each show one. None uses the overall seven-form count as its own attachment count.
Review group changes and special indicators before finalizing
When a source statement changes from original to amended or receives a corrected grouping flag, move it through a documented manifest revision. Recompute the old and new groups' counts and amounts. Do not leave a printed cover sheet attached to a different set of forms.
Ask for technical review when line 1f or another specialized reporting circumstance applies. Keep the specific instruction and conclusion with the affected records. Do not infer that all special flags have identical grouping or amendment effects.
The FINAL return indicator is separate from these type assignments. Under the 2025 T instructions, it concerns whether additional S forms, including amendments and electronic filings, will be required for that year. It does not simply mean this is the last envelope printed today.
Retain the grouping map with each physical packet
Give each final group a manifest, completed T, attached Copy A set and reconciliation. Record the group key in the internal archive rather than inserting it into an unrelated IRS form field.
Compare the assembled statements with their manifest, including chapter and type indicators, before signing and mailing. Keep one complete packet copy and the actual review evidence. If an attachment is missing or belongs elsewhere, refresh both the grouping map and the cover sheet.
The download provides an instruction-reference column so another reviewer can follow each grouping decision. It preserves the path from the technical S classification to the paper packet without pretending that a grouping worksheet establishes the underlying withholding treatment.
Split the paper population by instructed statement type
Read the workflow as text
- Fix agent, year and paper scope. Identify only current statements intended for this submission.
- Read chapter and type fields. Preserve original/amended, pro-rata and applicable partnership facts.
- Assign compatible groups. Resolve specialized indicators with their instruction references.
- Build one transmittal per group. Count and total only the forms attached to that cover sheet.

Can I group all chapter 3 forms together?
Only if their other required type distinctions are compatible. Original/amended, pro-rata and applicable partnership types can require separate transmittals.
Does recipient country determine the T group?
Use the instructed chapter and statement-type fields. Recipient country does not replace those grouping dimensions.
Is line 1f the normal amended-form checkbox?
No. Line 1b identifies original or amended. Line 1f has a specific pooled-to-recipient reporting purpose for the described entities.
Should each T show the total count for every group?
No. Each line 1d counts only the S forms attached to that transmittal. Reconcile groups separately.
Does FINAL mean the last printing batch?
No. The 2025 instructions address whether additional S forms, including amendments and electronic filings, will be required for the year.
