The practical answer
Preserve the exact reviewed packet, its attachment manifest and the evidence of actual dispatch. Keep review, mailing, delivery and later IRS correspondence as separate events. A signed cover sheet or generated tracking label alone does not prove the packet was sent or processed.
This guide uses the 2025 final 1042-T, the current final T edition when checked. It is for teams already authorized to submit a permitted paper 1042-S packet. The fictional review example does not represent an actual filing or sign-off.
The TY2026 regular filing deadline is March 15, 2027. The form-field and assembly examples below retain their explicitly labeled 2025 edition until the matching final T form is available.
Confirm the packet and filing-method decision are ready for review
Identify the reporting year, withholding agent, transmittal group and current source version. Keep the documented paper-filing basis with the packet. The IRS T instructions say T is not used with electronic S submissions, so this review applies to an actual permitted paper route.
Confirm that the underlying S preparation and grouping questions have been resolved. A packet reviewer needs the final intended attachments, not a mixture of draft statements and current originals or amendments.
Record any outstanding source issue before requesting a signature. A pending recipient identity, chapter classification or missing amount may require technical review before the packet can be represented as complete.
Review the actual attachments, totals and signature fields
| Review area | Evidence | Completion question |
|---|---|---|
| Attachment population | Copy A manifest and physical set | Are the current forms present exactly once? |
| Grouping | Chapter and statement-type source fields | Do all attachments match the transmittal type? |
| Counts and amounts | Line 1d, line 2 and line 3 workbook | Do the cover values match the instructed source totals? |
| Agent identity | Forms 1042, 1042-S and agent records | Do name, address, EIN and both status codes agree? |
| Signature | Completed official T | Did the appropriate signer review and complete the signature fields? |
| FINAL indicator | Additional-filing requirement review | Does the actual year-end filing situation support the entry? |
Keep the reviewer's actual date and outcome. A blank checklist field should remain blank until the action occurs; do not prepopulate a completion claim simply because the packet is scheduled to leave.
Worked example: a correct workbook does not prove the envelope is complete
Fictional 2025 example. A permitted paper group's manifest lists five current S forms, with $12,000 gross income and $1,200 combined tax under the instructed boxes 10-plus-11 total. The printed T agrees with those expected values.
| Control | Expected | First physical check | Required follow-up |
|---|---|---|---|
| Copy A forms | 5 | 4 | Locate the missing current statement |
| Gross income support | $12,000 | Only four forms assembled | Do not sign off from the workbook alone |
| Final reviewed set | 5 | 5 after assembly correction | Recount and verify totals against the full set |
The missing form is recovered before mailing. The reviewer then checks all five attachments and their totals against the T. The initial four-form envelope was incomplete even though the workbook and cover sheet matched each other.
The archive retains the final five-form packet version. It does not record that the incomplete version was mailed, and the preparer does not generate a false delivery entry to close the checklist.
Verify mailing instructions for the actual year and route
The 2025 T instructions direct filers to send the entire T page with Copy A of the paper S forms, in a flat mailing without folding; the form also says not to staple. Check that the physical packet follows those instructions.
For TY2026 Forms 1042-S, the regular filing and recipient-furnishing deadline is March 15, 2027, per the 2026 S instructions. A permitted paper packet includes Form 1042-T and follows that filing deadline. Special partnership timing and authorized extensions require separate review. The currently final T edition remains 2025; verify the correct final form, destination and delivery route for the actual packet.
Use the official T page to locate the current final form and developments. Do not assume an extension, private-delivery address or later-year deadline from a prior worksheet. Record the instruction checked and the date of that check.
Preserve actual mailing evidence and the exact packet copy
Save the completed T, all attached Copy A statements, manifest, reconciliation and actual review record in a single packet archive. Keep the file version tied to what was placed in the envelope, including any last-minute replacement pages.
Record the dispatch date, delivery service used, receipt or tracking reference if available, and the responsible sender. A label created in advance belongs in preparation evidence until dispatch actually occurs. Retain available delivery information as a later event.
Do not describe a carrier delivery event as confirmation that the IRS accepted every amount or completed processing. Preserve subsequent IRS correspondence separately and link it to the original packet so a notice can be investigated from the exact submitted records.
Preserve evidence from packet review through actual dispatch
Read the workflow as text
- Review the complete physical set. Match current Copy A attachments, group and cover-sheet totals.
- Archive the exact signed packet. Retain manifest, source copies and actual review evidence.
- Record real dispatch and delivery. Separate label creation, mailing and available carrier results.
- Track IRS and related follow-up. Keep correspondence, Form 1042 review and recipient furnishing distinct.

Does a signed T prove the packet was mailed?
No. Retain the signature as review evidence and record actual dispatch separately with the available mailing support.
Can I staple or fold the packet?
The 2025 T form says not to staple, and its instructions specify a flat, unfolded mailing. Follow the applicable final edition's physical instructions.
Does a tracking label prove dispatch?
No. Label creation is a preparation event. Record the actual mailing event and available receipt or carrier evidence separately.
Does delivery tracking prove IRS acceptance of the return?
No. It supports a delivery event, not a conclusion about the accuracy or processing of every reported item.
Does mailing T finish recipient furnishing?
No. IRS submission and delivery of S statements to recipients are separate tasks. Keep evidence of each actual action.
