The practical answer

Use Form 1042-T only to transmit paper Forms 1042-S when paper filing is permitted. Establish that filing method first, then prepare a separate transmittal for each required type of paper statement and reconcile its actual attachments.

The current final 1042-T available when checked is the 2025 form. This guide's example uses that edition and tax year. For another year, obtain the applicable final form and instructions; the current 1042-S instructions are for 2026.

Verify the paper-filing basis before building a packet

The IRS Form 1042-T instructions explicitly say not to use T when submitting Forms 1042-S electronically. An electronic S file does not require a separately filed electronic T.

The current S instructions require electronic filing for a person required to file 10 or more information returns during the year, a partnership with more than 100 partners, or a financial institution regardless of return count. The applicable-year rules and any approved waiver must be reviewed before choosing paper.

Record the reporting year, entity facts, aggregate return-count support and the basis for any waiver relied upon. Counting only the S forms in one envelope does not establish paper eligibility. A preference for paper or difficulty using software is not the same as an approved waiver.

Collect final source statements for the correct year

Identify the withholding agent and gather the final Copy A statements intended for this submission. Keep recipient copies and internal working printouts outside the IRS attachment count. Match each included statement to its source record and current version.

Confirm whether the statements are original or amended and whether any were already submitted. Preserve unique-form references in the internal manifest so similar forms for one recipient can still be distinguished.

Resolve missing fields or source differences before calculating the cover sheet. A transmittal that totals accurately cannot repair incorrect underlying income, withholding, status codes or recipient information.

Keep the filing-method decision distinct from recipient delivery preferences. A recipient may receive an electronic statement while the permitted IRS submission is paper, or receive a mailed statement while the IRS filing is electronic. Record these as separate routes in the preparation checklist so a delivery preference does not determine whether a T belongs in the IRS submission.

Inspect the actual printout for clipped names, missing continuation fields or omitted pages. Compare the visible values with the final source record, especially after changing printer settings. The manifest should identify the exact reviewed version that produced each included Copy A.

Create groups that follow the T line 1 instructions

The 2025 T instructions require a separate transmittal for each type described in line 1. The grouping decision comes from the reviewed statement facts, not from recipient country, a printing convenience or an arbitrary batch size.

Worked example: three approved paper statements in one group

Fictional 2025 example. Assume the team has documented that paper filing is permitted and has three final chapter 3, original, non-pro-rata statements of the same applicable type. None has the subsequent-year partnership flag or special pooled-reporting revision flag.

Fictional attachment manifest
Internal recordS box 2 gross incomeS box 10S box 11
P-01$1,000$100$0
P-02$2,000$200$0
P-03$3,000$300$0
Group total$6,000$600$0

The T attachment count is three. Line 2 is $6,000. The instructed tax total is $600 + $0 = $600, entered on chapter 3 line 3b; line 3a is not completed.

Three recipient copies printed for delivery do not increase the count to six. If P-03 changed to an amended type before submission, the team would revisit grouping and recalculate the affected transmittals rather than leave the original three-form cover sheet unchanged.

Review the cover sheet and physical packet together

Compare the withholding-agent name, address, EIN and both chapter status codes with Forms 1042 and 1042-S, as the T instructions require. Keep the chapter status codes at the top distinct from line 1a's chapter indicator.

Recount the actual Copy A attachments, recompute line 2 from their box 2 values and line 3 from their boxes 10 plus 11. Obtain the appropriate signature, title, date and daytime phone entry after the completed packet is reviewed.

The form says not to staple, and its instructions specify a flat, unfolded mailing. Preserve an exact packet copy and verify the applicable-year destination and timing before dispatch.

Record submission and related obligations separately

Keep paper eligibility, grouping, reconciliation and actual review evidence in the packet index. Record mailing and delivery evidence only when those events occur. A completed preparation checklist is not a mailing receipt or IRS processing confirmation.

Using T does not replace the separate Form 1042 obligation or furnishing S recipient statements. The 2025 T instructions also require review of an amended Form 1042 when attached S changes affect specified previously reported amounts.

If a final check finds a missing attachment or changed source field, refresh the manifest and totals before the authorized submission. Preserve the corrected packet version so the archived copy matches what was actually sent.

Build a paper packet only after establishing the filing method

Build a paper packet only after establishing the filing method: Document paper eligibility; Group final Copy A statements; Reconcile and sign the actual packet; Preserve mailing and related records
1042-T belongs to a permitted paper 1042-S submission. It is not an electronic transmittal form.
Read the workflow as text
  1. Document paper eligibility. Review aggregate counts, entity facts and any applicable approved waiver.
  2. Group final Copy A statements. Use the chapter and statement types required by line 1.
  3. Reconcile and sign the actual packet. Count attachments and total their specified S fields.
  4. Preserve mailing and related records. Keep exact copies and separate filing/furnishing evidence.

Common questions

Do I file 1042-T with an electronic 1042-S submission?

No. The IRS instructions say not to use T when submitting S electronically. T transmits paper statements.

Do fewer than ten S forms guarantee paper eligibility?

No. Review aggregate information-return requirements, financial-institution status, partnership rules and any applicable approved waiver.

Which S copies belong in the paper packet?

The T instructions identify Copy A of the paper S forms being transmitted. Recipient and internal copies are not extra IRS attachments.

Can one T cover both chapter 3 and chapter 4 statements?

No. The chapter designated on T must match all attached S forms, and separate transmittals are required for the instructed types.

Does a signed T replace Form 1042?

No. The T instructions explicitly preserve the separate Form 1042 obligation. Recipient furnishing also remains a separate task.
